CERS EDT Services (Production)
Listed below are the endpoints currently available (and under development) for CERS Electronic Data Transfer (EDT) Services. The endpoints are grouped into numbered “tiers” representing increasing business process complexity and security considerations. UPAs will need to request access from Cal/EPA for the specific tiers they wish to use. Information about UPA data exchange agreements for use of EDT Services is available at http://cers.calepa.ca.gov/EDT/ExchangeAgreement/.

All service calls must include the following authentication HTTP header using a
CERS account with rights to the CERS EDT Services.

The CERS EDT Client is a standalone application that provides you a working platform to invoke CERS EDT Services. You can launch the application directly form here, or download the source code.
Tier 1: Regulator EDT Library Services
The CERS EDT Library Services are a collection endpoints UPAs can use to query the contents of the Unified Program Violation Library, the CERS Chemical Library, the data dictionaries in the CERS Data Registry, and other general datasets supporting CERS.
- Regulator Authentication Test (RAT)
Allows UPAs to transmit their EDT account credentials via HTTP request header fields and confirm the account successfully can authenticate against CERS EDT Services. This endpoint is just made available as a simple testing service, and is not needed during normal EDT transactions.
- Violation Library Query (VLQ)
Allows UPAs to receive the entire set Violation Library definitions, or a subset of the definitions based upon a Violation Type Number.
- Chemical Library Query (CLQ)
Allows UPAs to receive the entire contents of the CERS Chemical Library, or a data for a single chemical based upon its CAS Number (CDR Field #209, CAS #) or CERS Chemical Library ID (CDR Field #250, CERS Chemical Library ID; also abbreviated as CCLID).
- Data Dictionary Query (DDQ)
For the specified CERS Data Registry data dictionary, allows UPAs to receive information about all fields in a specified dictionary, or a specific field based upon its field identifier.
Tier 2: Regulator EDT Query Services
The Regulator EDT Query Services are a collection of endpoints UPAs can use to query/download XML-formatted data about CERS Facilities, Facility Submittals (and their associated documents), and inspection/violation/enforcement (CME) data.
- Regulator Facility Submittal Query (RFSQ)
Allows UPAs to query for a set of Facility Submittal Elements based upon one or more query parameters/filters and receive XML results formatted using RegulatorFacilitySubmittalQuery.xsd. Documents referred to in the results can be retrieved by the document's CERSUniqueKey using the Regulator Facility Submittal Document Query endpoint.
- Regulator Organization Query (ROQ)
Allows UPA's to query for existing CERS Organizations (Businesses) by name, CERS Organization Code, a selected CERS ID that belongs to the Organization, or new organization created since a specific date. The query also supports providing a listing of basic information for all of the facilities currently associated with the CERS Organization.
- Regulator Facility Submittal Document Query (RFSDQ)
Allows UPAs to download from CERS a specific document in a CERS facility submittal based upon the document's CERSUniqueKey acquired from a Regulator Facility Submittal Query.
- Regulator CME Query (RCMEQ)
Allows UPAs to to query for a set of CME data based upon one or more query parameters/filters.
- Regulator Facility Query (RFQ)
Allows UPAs to query for existing Facilities in CERS based upon one or more query parameters/filters. Typical usage would be for a CUPA to query for any new Facilities recently created in CERS.
- Regulator Action Item Query (RAIQ)
Allows UPAs to query for Action Required Items for the specified UPA.
- Regulator Facility Transfer Query (RFTQ)
Allows UPAs to query for completed Facility Transfers that occurred within a given date range, would normally would represent a change of ownership for a facility.
Tier 3: CUPA EDT CME Submission Services
CUPAs can use the CME Submission Services to upload into CERS one or more inspection/violation/enforcement (CME) records. Submitted records can result in the creation of new CME records or the editing/deletion of existing CME records.
- Regulator CME Submit (RCMESS)
Allows CUPAs to upload/import one or more new/updated/deleted CME records of facilities the regulator is associated with. The successful result or an enumeration of errors are returned as formatted XML data.
Tier 4: CUPA EDT Facility Submittal Review Services
CUPAs can use the Facility Submittal Review Services to upload data into CERS that sets/changes the Submittal Status (and related submittal review information) of a Submittal Element previously submitted into CERS.
- Regulator Facility Submittal Action Notification (RFSAN)
Allows UPAs to submit to CERS XML data to set the Submittal status (and related submittal review information) of a Submittal Element previously submitted into CERS.
Tier 5: CUPA EDT Facility Management Services
CUPAs can use the Facility Management Services to set/change metadata about an existing CERS Facility such as its Reporting Requirements, Submittal Element Next Due Dates, etc. CUPAs can create new CERS facilities using the Regulator Facility Create endpoint after search for its CERS Organization.
- Regulator Facility Metadata Submit (RFM)
Allows CUPA's to submit to CERS XML data to update various metadata about a Facility including: Submittal Element Regulator Assignments, Submittal Element Reporting Requirements and Next Due Dates, Geographic Coordinates, FacilityID and RegulatorFacilityKey.
- Regulator Facility Create (RFC)
Allows CUPA's with a Tier 5/6 data exchange agreement approved by Cal/EPA to submit to CERS XML data to create a new Facility (and possibly a new Organization) in CERS and receive a new CERSID. The results of the create request are returned as XML formatted data. If applicable, diagnostic information about possible address corrections and possible duplicate Facilities with the submitted address would be returned as well.
Tier 6: CUPA EDT Facility Submittal Submission Services
CUPAs agreeing to certain conditions can use the Facility Submittal Submission Services to upload data into CERS that creates Facility Submittal Element records on behalf of their facility owner/operators. Such records would typically originate from a CUPA’s local reporting portal.
- Regulator Facility Submittal Submit (RFS)
Allows CUPAs with a Tier 5/6 data exchange agreement approved by Cal/EPA to submit to CERS XML data to upload/import a single facility submittal (consisting of one or more new submittal elements) for a facility the regulator is associated with. If the facility submittal includes documents, the data is submitted as a ZIP file as described in the EDT Manual. As of June 11, the test version does not yet support UST or Tiered Permitting submittal elements.
